越南24日罕見的發表強烈聲明，針對東南亞國家未能對北京在南海軍事化採取統一陣線提出警告，認為這是對東協在面臨最重大的安全挑戰之際的一項「試煉」。

越南發表這項聲明之際，正值東南亞國家協會外長會議在寮國永珍舉行。這是自從仲裁法院本月就南海爭端做出裁決後，東協的首度會議。

越南外交部是在寮國會議陷入僵局後在24日深夜發表聲明，警告南海議題已成為對東協團結與核心角色的一項試煉。

聲明指出，許多與會的部長們在這種情況下強調，東協應該要促進團結、統一與扮演的核心角色。

由於柬埔寨阻撓，東協外長會議原訂24日發表的聯合聲明破局，這是由於柬埔寨堅持要求，不要在聯合公報提及海牙國際常設仲裁法院對中國大陸不利的裁決。

東協外交官員今天上午則進行新一輪會談，印尼外交部長勒特諾(Retno Marsudi)樂觀表示，認為與會者將會同意一項聲明。

包括菲律賓、越南、馬來西亞和汶萊等4個東協成員，都對南海有主權主張。根據東協外交官24日表示，菲律賓和越南都希望東協外長會議公報能提及南海仲裁，並強調必須遵守國際法。
